This Saturday, June 22, it is raining in Arcachon. It feels like mid-autumn or even early winter. This spring is definitely rotten. At the entrance to Arcacon, between RD 1250 and the city’s high schools, the 16 buildings of the Grands Chains real estate complex drip in the rain. At the top of the site, we have installed Barnums because it is a special day for Grands Chains: the demolition and reconstruction work that started here almost ten years ago has now ended and 181 new housing units have been inaugurated.

Les Grands Chance was built in the 70s and was modern at the time. But over the years, the massive tower and three other buildings have inevitably become dilapidated and out of fashion. “It was, at the top of the tower, the most beautiful view of Arcachon,” says Yves Foulon, LR mayor of Arcachon, “but we didn’t hesitate to bring it down in 2017.”

Indeed, in 2011, Gironde housing and the city began to think about this demolition and reconstruction operation. It took a long time to come out in three phases, 2016, 2017 and today. The city had to classify a portion of the site which was listed as “classified forest area” in the local town planning plan. She then sold the land to social landlord Gironde Housing for a symbolic euro. That made it the cheapest price per m² on the entire Arcachon coast.

Not HLM, “Villas”

Faced with a small crowd (remember that it is raining heavily this Saturday morning), Yves Fullon emphasizes the consultation carried out with residents in Grands Chains on this operation: “The population contributed a lot and quickly understood that these new The new accommodation will be beautiful and comfortable. And I thank them for their patience and faith. We told Hubert Architecture Agency that we wanted these houses to fit perfectly into Arcacon architecture. Arcachon offers social housing, beautiful social housing. » Grands Chains previously had 110 housing units, today there are 181.

Martin Jardine, president of Gironde housing and vice-president of the departmental council responsible for social development, also speaks of “villas” when designating the 16 new buildings. “When you come here you really feel like you’re in Arcacon,” she says. These are quality, eco-friendly homes with significant cost savings for water heaters. We have relocated old residents here and are welcoming new ones. Some mayors fear social housing, precisely because of new tenants. This is not necessarily the case, social housing is mainly used to house the local population. »

Finally, Philippe Quertinmont, President of the Departmental Council’s Housing Commission, recalled the importance of offering affordable housing consistently for those who have difficulty finding housing, especially in stressed areas such as the Arcachon Basin.
